1. Cellulose Fiber is not a good choice if the Vapor Barrier is 100%. This house looks like it may have zip for a vapor barrier by the looks of the basement condition.
The foundation in a Net Zero House should bee insulated from the exterior doen to the footings. Spray foam should always be covered with a fireproof coating and NEVER be exposed.
Adding Foam Insulation to the Windows will do zip, only triple high quality insulating panes will do for a NET ZERO House.
